The Imperial Autocracy of Uhuh-Topia is a gargantuan, environmentally stunning nation, ruled by Emperor James II with an even hand, and remarkable for its superstitious fear of technology. Its compassionate population of 19.775 billion are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

There is no government in the normal sense of the word; however, a small group of community-minded, socially-minded individuals juggles the competing demands of Education, the Environment, and Law & Order. It meets every day to discuss matters of state in the capital city of Arcadia. The average income tax rate is 6%, but much higher for the wealthy. A powerhouse of a private sector is dominated by the Book Publishing industry.

The wearing and manufacture of fur apparel is banned, truth is often impossible to tell from fiction on the evening news, eight out of ten children believe hard lemonade gives you cirrhosis of the liver, and the government is promoting multicultural values with the new 'Just Be Nice, OK?' initiative. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Uhuh-Topia's national animal is the Phoenix, which frolics freely in the nation's many lush forests, and its currency is the Topian Guilder.
