The Republic of Tuttle Land is a massive, cultured nation, remarkable for its compulsory military service. Its hard-nosed, hard-working, cynical population of 2.91 billion are rabid consumers, partly through choice and partly because the government tells them to and dissenters tend to vanish from their homes at night.

The minute, corrupt, pro-business government, or what there is of one, concentrates mainly on Law & Order, although Commerce and Defence are secondary priorities. Rupert Bear is considered to be the most risqué TV programme in Tuttle Land, all streets are privately owned toll roads, petitions to the government are being used to insulate politicians' office walls, and the streets are increasingly clogged with poverty-stricken beggars. Crime is crippling. Tuttle Land's national animal is the Free Shopping Bag, which is also the nation's favorite main course, and its currency is the Tutt.
