The United Provinces of Tulija is a massive, socially progressive nation, ruled by Daniel Whitelocke with a fair hand, and notable for its museums and concert halls. Its hard-nosed, hard-working, intelligent population of 3.71 billion hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion.

It is difficult to tell where the omnipresent, liberal government stops and the rest of society begins, but it devotes most of its attentions to Education, with areas such as Religion & Spirituality and Social Equality receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Concordánce. The average income tax rate is 36%, but much higher for the wealthy. A powerhouse of a private sector is led by the Book Publishing industry, followed by Tourism and Information Technology.

The "Underwear of Women in Power" issue of The Concordánce Times is sold out, 'The Anti-Government Hour' is a popular programme on many of Tulija's radio stations, prison visits increase substantially during election years, and morning coffees are no longer the same since the disappearance of newspapers. Crime is totally unknown. Tulija's national animal is the Condor, which frolics freely in the nation's many lush forests, and its currency is the Arcario.

Tulija is ranked 9th in GTA Forums and 25,135th in the world for Largest Welfare Programs, scoring 39 on the Safety Net Mesh Density Rating.
