The Holy Covenant Empire of Truth and Mercy is a massive, safe nation, ruled by Prophets of Truth and Mercy with an iron fist, and remarkable for its anti-smoking policies. Its hard-nosed, cynical population of 1.402 billion are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

It is difficult to tell where the omnipresent, corrupt, moralistic government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Religion & Spirituality. It meets every day to discuss matters of state in the capital city of High Charity. Citizens pay a flat income tax of 59%. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Arms Manufacturing.

College students make ends meet by selling their kidneys, euthanasia is illegal, the mining industry is making inroads into environmentally sensitive areas, and prosecutors routinely call transplant doctors as 'expert witnesses' in burglary cases. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Truth and Mercy's national animal is the Doarmirs, which teeters on the brink of extinction due to widespread deforestation, its national religion is Great Journey, and its currency is the None.

Truth and Mercy is ranked 8th in NAZI EUROPE and 4,014th in the world for Shortest Average Lifespan, scoring 18 on the Bus Surprisal Index.
