The Most Serene Republic of Toongoosia is a colossal, environmentally stunning nation, notable for its anti-smoking policies. The hard-nosed, hard-working population of 7.388 billion Toongoosians have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The large government juggles the competing demands of Defence, Education, and the Environment. It meets every day to discuss matters of state in the capital city of Richburgh. Income tax is unheard of. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Politicians are losing their jobs in a plan to make the government 'leaner and fitter', a large-scale revitalization of the education system is underway, there are no minimum wage laws, and torture is illegal. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Toongoosia's national animal is the Blue Eagle, which soars majestically through the nation's famously clear skies, and its currency is the karant.

Toongoosia is ranked 161st in Europe and 24,839th in the world for Safest, scoring 170.2 on the Bubble-Rapp Safety Rating.
