The Dominion of Tolagaris is a colossal, environmentally stunning nation, ruled by Pascal with an even hand, and notable for its sprawling nuclear power plants. Its hard-nosed population of 5.922 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Education, and the Environment. It meets every day to discuss matters of state in the capital city of Tolagaris City. Citizens pay a flat income tax of 47%. A powerhouse of a private sector is dominated by the Beef-Based Agriculture industry.

Government-run screening operations remove embryos with severe genetic disorders, teams of painters are converting road signs from horse lengths to kilometers, a recent political debate came to a quick close once the ruling party decreed it was "just plain silly", and the nation has welcomed its expats back with open arms. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Tolagaris's national animal is the midget, which is also the nation's favorite main course, and its currency is the delphii.

Tolagaris is ranked 35th in The Vast and 94,418th in the world for Shortest Average Lifespan, scoring -25 on the Bus Surprisal Index.
