The Urmel Island of Titiwu is a gargantuan, environmentally stunning nation, ruled by Seelefant with a fair hand, and notable for its happy-go-lucky citizens. The compassionate, intelligent population of 16.171 billion Titiwuans hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it concentrates mainly on Education, although the Environment and Social Equality are on the agenda. The average income tax rate is 62%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Radio shows frequently feature people denouncing religion, truth is often impossible to tell from fiction on the evening news, there's a shortage of swinging hot spots as land development grinds to a halt, and there is a dearth of space for new houses. Crime -- especially youth-related -- is a serious problem, and the police force struggles against a lack of funding and a high mortality rate. Titiwu's national animal is the Urmel, which frolics freely in the nation's many lush forests, and its currency is the sea shell.
