It is difficult to tell where the omnipresent, corrupt, socially-minded government stops and the rest of society begins, but it is mainly concerned with Law & Order, although Defence and Education are secondary priorities. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

All guns must be registered, government officials have to mortgage their homes to make ends meet, citizens must have a license to operate a computer, and space shuttles regularly launch rubbish into space. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Time guards of shadow's national animal is the wolf, which frolics freely in the nation's many lush forests, and its currency is the fox.
