Introduction
Overview: The Imperial Federation of the Monavian Empire (Vendian: Caesarea Foederationis Imperium Monavium, Russian Cyrillic: Имперская Федерация Монавии, Prevanian: Αυτοκρατορικό Ομοσπονδία της Μοναβιαν Αυτοκρατορία, Hugenic: Kaiserlichföderation des mähnichen Reich) is a sovereign state located in the northwestern portion of Nova, a region of the southern hemisphere. The 1,302-year-old Monavian Empire covers an approximate territorial area of 7,340,000 square kilometers and its population of 554,100,000 produces an estimated annual gross domestic product (GDP) valued at ₮11,737,000,000,000 (Int$21,580,000,000,000).

Climate: The Monavian Empire is located in a region of the southern hemisphere lying to the south of the Tropic of Capricorn. Its overall climate is temperate, but due to various geographic factors and uneven heating, the climate does not follow normal patterns. Warm water is pushed southward past eastern Monavia and Vendia, causing climates on the eastern coasts of those countries to become unusually balmy. In addition, the presence of the Hellanean and Vendian Seas in between the two countries leads to small temperature ranges in coastal locations.

Current governing system installed: 1732
Constitution: The current constitution was written and ratified in 1732. Consisting of eight articles, it has been supplemented by nineteen amendments since then (three were added in 2011). The Monavian Constitution serves as the chief governing document of the Monavian Empire and specifies the rules by which the central and provincial governments operate. Treaties and other international agreements have the same legal force as constitutional law.
Suffrage: universal for all citizens above twenty years of age (formerly twenty-one until 2011); requires registration; can be suspended or revoked on grounds of felony conviction or mental incompetence.
Governance Structure and Leadership
Overview: The Imperial Federation’s governance structure consists of a central government and dozens of provincial governments. The central government is organized into three main organs: an executive organ (the Imperial Crown), a legislative organ (the Imperial Parliament), and a judicial organ (the Imperial Judiciary). Executive organ: The Imperial Crown is organized as a coregency between Their Holy Imperial Majesties Charles IX and Elizabeth VI Petrović. The Crown’s powers include executive discretion to approve or veto laws enacted by the Imperial Parliament, plenary authority over the civil service, armed forces, and diplomatic officers (including the power to appoint and dismiss subordinates at will), the appointment of federal judges, and treaty signing authority. As the federal government’s chief executive officers, the monarchs typically focus on making broad policy determinations and delegate the day-to-day execution of their will to the Royal Cabinet, a body of ministers led by a prime minister who functions as the government’s chief operations officer. Legislative organ: The Imperial Parliament organized as a bicameral legislature consisting of an upper house (the Imperial Senate) and a lower house (the Representative Assembly). The Imperial Senate consists of 126 members (two representing each province) who are elected to serve six-year terms. From 1732 to 2011, all senators were elected by direct popular vote. In 2011, the Monavian Constitution was amended to better represent provincial interests by requiring that one of the senators from each province is elected by its legislature instead of its populace. The rationale underlying this change is derived from the fact that the Representative Assembly already represents popular interests; a senate that does the same would be too redundant. The Representative Assembly consists of 1,156 members apportioned among the Empire’s provinces according to population. Each representative is responsible for the interests of a district and is directly elected by the inhabitants of his or her district to serve two-year terms.

Judicial organ: The Imperial Judiciary consists of a national supreme court and various inferior tribunals chartered by the Imperial Parliament. Its judges are responsible for rendering official interpretations of the law and determining whether or not it has been violated by certain actions. The judiciary is organized into four tiers of general courts (national tribunals with jurisdiction over matters of both constitutional and statutory law) and special courts which serve specific functions.
General courts:
• The Supreme Court is the Monavian Empire’s highest judicial institution. It has the final authority on all matters pertaining to the interpretation of laws, and may, at any time, call the legitimacy or constitutionality of any law into question. The court’s rulings are final unless it reverses its decision at a later time. It consists of a panel of nine justices appointed by the Crown. Its proceedings are presided over by His Supreme Honor William Franklin, Chief Justice of the Supreme Court of the Monavian Empire (appointed 2002).
• The Nine High Courts of Appeals: The sixty-three provinces of the Monavian Empire are grouped into nine districts, each containing seven provinces. Each district contains a High Court of Appeals, which handles decisions appealed from the Lower Courts of Appeals.
• Lower Courts of Appeals: Under each of the Nine High Courts of Appeals is seven Lower Courts of Appeals. Each Lower Court has jurisdiction over one province, and handles decisions appealed from Federal Precinct Courts.
• Federal Precinct Courts: Each province of the Monavian Empire is divided into a series of precincts, typically consisting of several counties. Each precinct contains one of these courts, which has original jurisdiction over the majority of federal cases.
Special courts:
• Courts of Federal Claims: These judicial bodies are tasked with handling civil trials in the same fashion that the general courts handle criminal trials and tests of constitutionality. They consist of sixty-three provincially-located courts of federal claims and seven appellate courts of federal claims. The two tiers of this system mirror the tiers of general national courts.
• Courts Martial: These tribunals handle all judicial matters relating to the military. They are classed into an entry tier and an appellate tier.
• FBCR Tribunals: The Federal Bureau of Commerce Regulation operates a network of courts chartered by the Imperial Parliament to serve as forums for hearing trade and customs disputes. The network includes two levels of courts (entry and appellate). Pursuant to statutory reforms enacted to facilitate the adoption and implementation of the Charter of the Fegosian Union, FBCR court rulings can now be appealed to the Fegosian Union Trade Commission as an alternative to a supreme court appeal.

General Information
Purpose and Areas of Responsibility: The chief purpose of the Monavian Armed Forces is to serve as the primary means of defending the security and integrity of the Monavian Empire and its possessions. In addition, it provides its protection to all lands occupied by the Monavian Empire for the duration of such occupations, the repulsion of foreign invasions, the rectification of violations of Monavian territorial integrity and sovereignty, the maintaining of order within the Monavian Empire, the enforcement of the Constitution of the Monavian Empire, and the protection of those interests which are essential to the Monavian Empire’s survival.
Service age and obligation: Volunteers may enlist upon reaching the age of seventeen or enter officer training academies upon reaching the age of eighteen. Conscription is only permitted when the Empire is facing an existential threat and draftee enlistment terms cannot exceed two years.
Operational Doctrine:
Power Projection: The large seas and oceans which separate the Imperial Federation from most neighboring countries have a history of hindering attacks against Monavian soil in past eras, though conversely, they also hindered Monavian offensives against countries elsewhere in the region. Monavian military doctrines have therefore emphasized the development of naval power (and later air power) as preferred means of capitalizing on the natural benefits and advantages of the Imperial Federation’s geographic position, especially in the context of defensive activities. While the long march of technological progress has reduced the logistical difficulty of projecting and sustaining force across great distances, the Imperial Federation has also moved to mitigate this difficulty by establishing an overseas colony and joining two major treaty organizations, the Delian League and Fegosian Union. These measures have enabled the Imperial Federation to deploy assets in multiple theaters at the same time in a way that was not previously feasible.
Strategy: Monavian operational doctrines presently emphasize combined-arms approaches, such as the use of cyber capabilities to preemptively reduce an enemy’s capacity to resist Monavian kinetic measures (e.g. mounting a cyber attack against an enemy satellite network so that it cannot react to a ground-based anti-satellite missile strike). Contemporary operational doctrines also strongly advocate for the integration of sophisticated space and cyber capabilities with all other spheres of warfare, including the kinetic use of orbital assets to support land, sea, and air activities. While the Monavian defense establishment has long pursued, developed, and refined its nuclear, chemical, biological, and radiological capabilities, their doctrines presently consider deterrence of external aggression the main justification for developing them. While Monavian doctrines generally advocate a no-first-use policy in most contexts, they permit (though discourage) the limited use of chemical weapons for both offensive and defensive area denial roles and the defensive use of nuclear ordinance against large aircraft formations.
Organization and Leadership
Overview: The Imperial Federation’s armed forces consist of eight independent services—the Imperial Army (factbook), Imperial Navy (factbook), Imperial Air Force (factbook), Royal Marine Corps (factbook), Royal Guard (factbook), Royal Coast Guard (factbook), National Militia (factbook), and Royal Space Corps. Each service is administered by a department of the Ministry of Defense called a secretariat. The Ministry of Defense also contains a secretariat dedicated to general administrative functions and the Directorate of Military Intelligence (DMI). While the Crown is the official leader of the armed forces, in practice their day-to-day leadership comes from the Imperial Defense Council (IDC), an eleven-person executive board consisting of the Minister and Deputy Minister of Defense, the Director of the DMI, and the commanding officer of each service branch.
