The Empire of The island of Kiria is a colossal, socially progressive nation, ruled by The Lord Emperor with an even hand, and remarkable for its suspicion of poets. Its hard-nosed population of 6.351 billion are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Education, and Law & Order. It meets every day to discuss matters of state in the capital city of Kiria. The average income tax rate is 93%, and even higher for the wealthy. A powerhouse of a private sector is led by the Arms Manufacturing industry, followed by Automobile Manufacturing and Uranium Mining.

Major cities are suffering under water rationing, a punitive tax has been placed on harmful emissions, school uniforms are compulsory, and children as young as twelve are conscripted into the armed forces. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. The island of Kiria's national animal is the Dragon, which teeters on the brink of extinction due to widespread deforestation, its national religion is Imperialism, and its currency is the Golden Doubloon.
