The Fourth Republic of The Humanist Federation is a massive, genial nation, ruled by Consul Felix Asimov with a fair hand, and remarkable for its sprawling nuclear power plants. The compassionate, intelligent population of 3.266 billion Hughmens are free to do what they want with their own bodies, and vote for whomever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

It is difficult to tell where the omnipresent, liberal government stops and the rest of society begins, but it juggles the competing demands of Education, Social Welfare, and Healthcare. It meets every day to discuss matters of state in the capital city of Palatine City. The average income tax rate is 90%, and even higher for the wealthy. A powerhouse of a private sector is dominated by the Book Publishing industry.

Teenagers across the country are celebrating the defeat of a national curfew bill, businesses that prove successful are immediately broken up, the government has instituted 'traveller reservations' across the country, and large areas of The Humanist Federation are not accessible by the public. Crime is totally unknown. The Humanist Federation's national animal is the Cassowary, which is also the nation's favorite main course, and its currency is the Federation Credit.

The Humanist Federation is ranked 3rd in The Periphery and 107,105th in the world for Largest Trout Fishing Sector, scoring -7 on the Nemo Depletion Efficiency Index.
