The Allied States of The Expense is a colossal, environmentally stunning nation, ruled by Prime Minister with a fair hand, and notable for its devotion to social welfare. Its compassionate, intelligent population of 6.853 billion are free to do what they want with their own bodies, and vote for whoever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it juggles the competing demands of Education, Social Welfare, and the Environment. It meets every day to discuss matters of state in the capital city of Nimbus. The average income tax rate is 94%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

The "Underwear of Women in Power" issue of The Nimbus Times is sold out, The Expense is notorious for its citizens' infidelity, pharmacies close down as medicinal drugs are sold freely by the government, and innocent defendants often plea guilty for fear of receiving a much harsher sentence before jury. Crime is totally unknown. The Expense's national animal is the Blue Bird, which frolics freely in the nation's many lush forests, and its currency is the Lys.

The Expense is ranked 25th in Quebec and 99,990th in the world for Shortest Average Lifespan, scoring -40 on the Bus Surprisal Index.
