The Federal Socialist Republic of The Brotherhood of Portugal is a massive, safe nation, ruled by the Council of Ten with an iron fist, and notable for its national health service. Its hard-nosed, cynical population of 2.724 billion are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Education. It meets every day to discuss matters of state in the capital city of Lisboa. The average income tax rate is 98%. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Arms Manufacturing.

Scientists regularly clone human beings for research purposes, glittering new sports stadiums adorn every city and town, citizens are encouraged to report friends, family members or co-workers who seem depressed to the government for "counselling", and high-income earners pay a 100% tax rate. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. The Brotherhood of Portugal's national animal is the Dodo, which is also the nation's favorite main course, its national religion is Brotherhood Christianity, and its currency is the Brotherhood Ducat.

The Brotherhood of Portugal is ranked 30th in Europe and 1,930th in the world for Largest Public Sector, scoring 33 on the Bureaucratic Comprehensiveness Rating Scale Index.
