The Empire of Sybrenar is a massive, environmentally stunning nation, ruled by Dark Overlord Happypants with a fair hand, and remarkable for its parental licensing program. Its hard-nosed population of 3.702 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The government -- a sprawling, bureaucracy-choked morass -- juggles the competing demands of Law & Order, Healthcare, and Defence. It meets every day to discuss matters of state in the capital city of Tarsonis. The average income tax rate is 43%, but much higher for the wealthy. The private sector is almost wholly made up of enterprising fourteen-year-old boys selling lemonade on the sidewalk, although the government is looking at stamping this out.

Government-run screening operations remove embryos with severe genetic disorders, political parties are banned from advertising and receiving private donations, high-income earners pay a 100% tax rate, and crime suspects are forced to submit to blood testing. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Sybrenar's national animal is the Foss, which is also the nation's favorite main course, and its currency is the cordonnar.
