The Imperial State of Starhunter is a gargantuan, genial nation, ruled by the Grand Dragon Emperor with an even hand, and notable for its punitive income tax rates. Its compassionate population of 13.493 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Education, and Healthcare. It meets every day to discuss matters of state in the capital city of the Imperial Capital. The average income tax rate is 99%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

The latest Harry Potter book is a bestseller, the upper class have been throwing riots after hunting was recently banned, a well-funded social safety net protects the unfortunate, and the people are famous throughout the region for their bleached-white teeth. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Starhunter's national animal is the Imperial Dragon, which is also the nation's favorite main course, and its currency is the Imperial Platinum.
