The Futuristic Dystopia of Sprawlville is a colossal, cultured nation, ruled by Wintermute with a fair hand, and renowned for its devotion to social welfare. Its compassionate, intelligent population of 5.954 billion hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it concentrates mainly on Education, although the Environment and Social Welfare are secondary priorities. It meets every day to discuss matters of state in the capital city of Chiba. The average income tax rate is 73%. A powerhouse of a private sector is led by the Book Publishing industry, followed by Tourism and Automobile Manufacturing.

The poor are often seen pale and dizzy after selling their blood to make ends meet, government-run screening operations remove embryos with severe genetic disorders, the "Underwear of Women in Power" issue of The Chiba Times is sold out, and the government is using tax revenues to provide jobs for the poor.
