The Federated Communities of Spendor is a massive, cultured nation, ruled by Zoltan with a fair hand, and remarkable for its sprawling nuclear power plants. Its hard-nosed, hard-working, intelligent population of 4.615 billion hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion.

The small government juggles the competing demands of Defence, Education, and Law & Order. It meets every day to discuss matters of state in the capital city of Azerty. Citizens pay a flat income tax of 7%. A powerhouse of a private sector is led by the Book Publishing industry, followed by Arms Manufacturing and Information Technology.

Marketing departments of corporate giants compete to sponsor little league teams, 'The Anti-Government Hour' is a popular programme on many of Spendor's radio stations, roads are often attended by round-the-clock construction crews, and protesters are up in arms over new nuclear power stations. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Spendor's national animal is the Griffin, which frolics freely in the nation's many lush forests, and its currency is the Ducat.
