The Confederated Empire of Sovereign California is a gargantuan, economically powerful nation, ruled by Empress Aléssandra Dévnostraéva with an even hand, and remarkable for its compulsory military service. Its hard-nosed, hard-working population of 17.617 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it is mainly concerned with Defence, although Education and Healthcare are secondary priorities. It meets every day to discuss matters of state in the capital city of Los Angeles — Los Angeles SAR. The average income tax rate is 83%. A powerhouse of a private sector is led by the Gambling industry, followed by Book Publishing and Automobile Manufacturing.

Voting is voluntary, space shuttles regularly launch rubbish into space, laws are littered with references to cheese, and jails have become colloquially known as 'vampire houses'. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Sovereign California's national animal is the Phoenix, which teeters on the brink of extinction due to widespread deforestation, its national religion is Dévnostraévism, and its currency is the Sovereign.

Sovereign California is ranked 1st in Earth Prime and 3,705th in the world for Shortest Average Lifespan, scoring 19 on the Bus Surprisal Index.
