The Winnipegan People's Republic of Southern Eureka is a gargantuan, socially progressive nation, renowned for its punitive income tax rates. Its hard-nosed, hard-working population of 13.928 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it concentrates mainly on Social Welfare, although Defence and Law & Order are on the agenda. Citizens pay a flat income tax of 74%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

The government is reigning in public spending, elevator music has been replaced by thrash metal played at maximum volume, religious organizations are being forced to leave the country or pay income taxes like everybody else, and same-sex marriages are increasingly common. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Southern Eureka's national animal is the eagle, which frolics freely in the nation's many lush forests, and its currency is the merit.

Southern Eureka is ranked 3,870th in the West Pacific and 90,278th in the world for Shortest Average Lifespan, scoring -22 on the Bus Surprisal Index.
