The Corrupt Penguin Conglomerate of South Jenstown is a colossal, economically powerful nation, ruled by Pedro Ramirez with a fair hand, and renowned for its complete absence of social welfare. Its hard-nosed, hard-working, intelligent population of 8.167 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

There is no government in the normal sense of the word; however, a small group of community-minded, corrupt, liberal, pro-business individuals devotes most of its attentions to Defence, with areas such as Social Equality and the Environment receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Roccia Lucida. Income tax is unheard of. A powerhouse of a private sector is led by the Information Technology, Book Publishing, and Uranium Mining industries.

The public health bureaucracy is wrapped in miles of red tape, citizens are encouraged to report friends, family members or co-workers who seem depressed to the government for "counselling", torture is illegal, and citizens may cast their vote over the internet or phone. Crime -- especially youth-related -- is crippling, probably because of the country's utter lack of prisons. South Jenstown's national animal is the penguin, which teeters on the brink of extinction due to widespread deforestation, and its currency is the shiny rock.

South Jenstown is ranked 3rd in Antarctic Oasis and 451st in the world for Shortest Average Lifespan, scoring 55 on the Bus Surprisal Index.
