The Zombie research centre of Soulia is a massive, economically powerful nation, ruled by the elected monarch with an even hand, and remarkable for its hatred of cheese. Its hard-nosed, intelligent population of 3.36 billion are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it devotes most of its attentions to Education, with areas such as Religion & Spirituality and Defence receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Berlin. The average income tax rate is 68%, and even higher for the wealthy. A powerhouse of a private sector is dominated by the Tourism industry.

'The Anti-Government Hour' is a popular programme on many of Soulia's radio stations, the government is reining in public spending, citizens simply have to point a weapon at a government official to get what they want, and political parties are banned from advertising and receiving private donations. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Soulia's national animal is the Prussian Eagle, which is also the nation's favorite main course, and its currency is the Thaler.
