The Incorporated States of Small Fish is a gargantuan, socially progressive nation, remarkable for its happy-go-lucky citizens. Its compassionate, hard-working, intelligent population of 19.596 billion hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion.

There is no government in the normal sense of the word; however, a small group of community-minded, liberal individuals is mainly concerned with Education, although the Environment and Social Welfare are secondary priorities. It meets every day to discuss matters of state in the capital city of Big Fish City. The average income tax rate is 8%, but much higher for the wealthy. A powerhouse of a private sector is dominated by the Book Publishing industry.

Violently opinionated speakers can be heard preaching their hateful views on every street corner, prime real estate is devoted to wind farms and solar energy generators, the people elect the Supreme Court justices directly, and people reciting Shakespeare have become a common sight. Crime is totally unknown. Small Fish's national animal is the land shark, which frolics freely in the nation's many lush forests, and its currency is the squid.
