There is no government in the normal sense of the word; however, a small group of community-minded, liberal individuals concentrates mainly on Education, although the Environment and Social Welfare are on the agenda. It meets every day to discuss matters of state in the capital city of Big Fish City. The average income tax rate is 11%, but much higher for the wealthy. A powerhouse of a private sector is dominated by the Book Publishing industry.

People reciting Shakespeare have become a common sight, artists are pillars of society, the military frequently holds bake sales to raise funds, and the people of Small Fish are renowned for their nihilistic attitudes. Crime is totally unknown. Small Fish's national animal is the land shark, which frolics freely in the nation's many lush forests, and its currency is the squid.
