The Worker's State of Silver Star HQ is a gargantuan, cultured nation, ruled by Rosa Luxemburg with a fair hand, and remarkable for its complete absence of social welfare. Its hard-nosed, hard-working, intelligent population of 10.566 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

There is no government in the normal sense of the word; however, a small group of community-minded, liberal, pro-business individuals concentrates mainly on Defence, although Commerce and Education are on the agenda. It meets every day to discuss matters of state in the capital city of Sylvestia. Income tax is unheard of. A powerhouse of a private sector is led by the Automobile Manufacturing, Uranium Mining, and Information Technology industries.

Saturday morning cartoons feature full frontal nudity, Silver Star HQ's children are widely acknowledged as the most foul-mouthed in the region, former school buses now regularly shuttle kids to the nearest shopping centers to work, and reports of arson have doubled since the introduction of a privatised fire protection service. Crime -- especially youth-related -- is crippling, probably because of the country's utter lack of prisons. Silver Star HQ's national animal is the Armored Elephant, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Silver Byzant.

Silver Star HQ is ranked 23rd in Wysteria and 793rd in the world for Shortest Average Lifespan, scoring 44 on the Bus Surprisal Index.
