The Imperial Provinces of Sicoutimont is a massive, economically powerful nation, ruled by Empreror Jean III with an even hand, and notable for its sprawling nuclear power plants. Its hard-nosed population of 2.077 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Commerce. It meets every day to discuss matters of state in the capital city of Lac Drouin. The average income tax rate is 80%, and even higher for the wealthy. A powerhouse of a private sector is led by the Arms Manufacturing, Tourism, and Gambling industries.

All guns must be registered, cremation is compulsory for the deceased, students are wary of colorfully decorated new teachers with names like Professor Pipsqueak, and Beluga Whale racing stadiums are open 24/7. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Sicoutimont's national animal is the Beluga Whale, which teeters on the brink of extinction due to widespread deforestation, its national religion is Sicoutian Church, and its currency is the Sico.

Sicoutimont is ranked 112th in Rushmore and 120,902nd in the world for Most Eco-Friendly Governments, scoring -13 on the Dolphin Recycling Awareness Index.
