The Constitutional Monarchy of Shram is a massive, devout nation, remarkable for its complete absence of social welfare. Its hard-nosed, hard-working population of 3.479 billion are either ruled by a sleek, efficient government or a conglomerate of multinational corporations; it's difficult to tell which.

The minute government, or what there is of one, juggles the competing demands of Law & Order, Defence, and Religion & Spirituality. It meets every day to discuss matters of state in the capital city of Hammerkill. Citizens pay a flat income tax of 8%. A robust private sector is led by the Uranium Mining, Gambling, and Information Technology industries.

The government is reining in public spending, Pinkerton agents are called in to forcibly break up white collar strikes, scenic mountain valleys are flooded with water as damming projects get underway, and parents are held criminally responsible for their children's crimes. Crime is a serious problem. Shram's national animal is the polecat, which teeters on the brink of extinction due to widespread deforestation, and its currency is the bread.
