The Grand Duchy of Shotalia is a colossal, socially progressive nation, ruled by council of 12 year-old wizards with an even hand, and notable for its restrictive gun laws. Its hard-nosed, hard-working, intelligent population of 6.591 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Education, the Environment, and Healthcare. It meets every day to discuss matters of state in the capital city of Shotalican. The average income tax rate is 76%. A powerhouse of a private sector is dominated by the Tourism industry.

Nude art is becoming wildly popular, the government has declared its commitment to multilateralism, the "Underwear of Women in Power" issue of The Shotalican Times is sold out, and conductors wield diamond-encrusted batons to fit in with their freshly gilded surroundings. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Shotalia's national animal is the Hana Tamago, which frolics freely in the nation's many lush forests, its national religion is ironic atheism, and its currency is the kakee.
