The Empire of Shaconia is a colossal, safe nation, ruled by Emperor Nyx with an iron fist, and renowned for its sprawling nuclear power plants. Its hard-nosed, hard-working, cynical population of 5.791 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Defence, Law & Order, and Education. It meets every day to discuss matters of state in the capital city of Shadowholm Castle. The average income tax rate is 91%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Fur coats have become the latest fashion trend, the nation's secret service is so secret that nobody knows if it has one, an increasing percentage of the population's youth have homosexual parents, and protests are legal but strictly supervised. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Shaconia's national animal is the eclipson, which is also the nation's favorite main course, and its currency is the darkmar.

Shaconia is ranked 2,747th in the Rejected Realms and 93,612th in the world for Most Extreme, scoring 12 on the Paul-Nader Subjective Decentrality Index.
