The Fallen Angels of Seraph Down is a massive, genial nation, ruled by Sovereign Lady Jael with an iron fist, and remarkable for its compulsory vegetarianism. Its compassionate, cynical population of 4.973 billion are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The minute government, or what there is of one, is mainly concerned with Religion & Spirituality, although the Environment and Defence are secondary priorities. It meets every day to discuss matters of state in the capital city of Daugherty. The average income tax rate is 6%, but much higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Tourists from around the world come to visit the country's famous rainforests, the mob and the police have recently had numerous clashes in the back alleys of Seraph Down's cities due to the government's steadfast anti-casino stance, jails have become colloquially known as 'vampire houses', and students everywhere have been despairing after the recent ban on video games. Crime is pervasive, probably because of the country's utter lack of prisons. Seraph Down's national animal is the dove, which frolics freely in the nation's many lush forests, its national religion is Christianity, and its currency is the cherub.

Seraph Down is ranked 1st in Xaymaca and 5,363rd in the world for Most Compassionate Citizens, scoring 27 on the Kitten Softness Rating.
