The Borderlands of Sera is a massive, economically powerful nation, ruled by The Supreme Sex-Pot Issac John Fenix with an even hand, and remarkable for its complete lack of prisons. Its hard-nosed, hard-working, intelligent population of 1.183 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it concentrates mainly on Education, although Healthcare and Defence are secondary priorities. It meets every day to discuss matters of state in the capital city of Blood Gulch. The average income tax rate is 76%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Abortions are routinely performed in Sera's hospitals, innocent people are routinely stoned to death by frenzied lynch mobs, necromorphs are considered a delicacy, and televangelists flaunt their expensive cars when they attend charity events. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Sera's national animal is the necromorph, which is also the nation's favorite main course, and its currency is the bottle cap.

Sera is ranked 115th in New York and 93,776th in the world for Shortest Average Lifespan, scoring -25 on the Bus Surprisal Index.
