The Red Empire of Sephor is a massive, economically powerful nation, ruled by Tivie with an even hand, and notable for its keen interest in outer space. Its compassionate, hard-working population of 3.515 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Education, and Defence. It meets every day to discuss matters of state in the capital city of Alexandria. Citizens pay a flat income tax of 70%. A powerhouse of a private sector is led by the Information Technology industry, followed by Book Publishing and Tourism.

People have to sneak out of the country in order to have sex, the government has legalised small-scale capitalism, the government has taken a 'sort it out yourselves' approach to fighting malaria, and teams of painters are converting road signs from horse lengths to kilometers. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Sephor's national animal is the Dragon, which is also the nation's favorite main course, its national religion is Christianism, and its currency is the Sestertius.

Sephor is ranked 33rd in Imperial Britain and 91,289th in the world for Shortest Average Lifespan, scoring -22 on the Bus Surprisal Index.
