The Vocal Technique Protectorate of Scrivneria is a gargantuan, cultured nation, ruled by Kaiser Matthias XVII with a fair hand, and renowned for its anti-smoking policies. Its compassionate, intelligent population of 19.942 billion love a good election, and the government gives them plenty of them. Universities tend to be full of students debating the merits of various civil and political rights, while businesses are tightly regulated and the wealthy viewed with suspicion.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it devotes most of its attentions to Social Welfare, with areas such as Defence and Religion & Spirituality receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Aeternia. The average income tax rate is 95%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Parents live in fear of governmental 'child protection' squads, tourists from around the world come to visit the country's famous rainforests, the arms industry has been shut down in a surge of pacifism, and all prisons have been eliminated. Crime -- especially youth-related -- is crippling, probably because of the country's utter lack of prisons. Scrivneria's national animal is the singing dragon, which frolics freely in the nation's many lush forests, and its currency is the breve.

Scrivneria is ranked 16th in The YoungWorld and 122,477th in the world for Largest Mining Sector, scoring -19 on the Blue Sky Asbestos Index.
