The Federation of Scarsaw is a colossal, environmentally stunning nation, ruled by Nicholas Rowansburg with an even hand, and renowned for its strong anti-business politics. Its hard-nosed population of 5.334 billion are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it is mainly concerned with Defence, although Law & Order and Education are on the agenda. It meets every day to discuss matters of state in the capital city of Fort Rochus. The average income tax rate is 100%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Citizens wishing to leave the country must surrender half their wealth to the government, conductors wield diamond-encrusted batons to fit in with their freshly gilded surroundings, the "Underwear of Women in Power" issue of The Fort Rochus Times is sold out, and teenagers stay out into the wee hours of the morning "stargazing". Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Scarsaw's national animal is the Wolf, which is also the nation's favorite main course, its national religion is Adminism, and its currency is the Reichsmark.

Scarsaw is ranked 16th in NAZI EUROPE and 59,823rd in the world for Most Compassionate Citizens, scoring -3 on the Kitten Softness Rating.
