The Empire of Scandavian States is a gargantuan, economically powerful nation, ruled by Empress Miyuki I with an even hand, and renowned for its happy-go-lucky citizens. Its hard-nosed, hard-working, intelligent population of 19.41 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The medium-sized government juggles the competing demands of Education, Defence, and Law & Order. It meets every day to discuss matters of state in the capital city of Karita. Income tax is unheard of. A powerhouse of a private sector is led by the Book Publishing industry, followed by Automobile Manufacturing and Arms Manufacturing.

The government has cut taxes in the face of widespread tax evasion, citizens must pay to enjoy Scandavian States's pristine beaches, thousands of former welfare recipients are in a revolutionary uproar as the rest of society is enjoying a hefty tax break, and citizens are expected to be proficient in at least five languages. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Scandavian States's national animal is the Imperial Eagle, which teeters on the brink of extinction due to widespread deforestation, its national religion is Imperial Protestant Church, and its currency is the Imperial Dollar.
