The Republic of Sapien is a massive, genial nation, ruled by The Sapienti Executive Council with an even hand, and remarkable for its anti-smoking policies. Its compassionate, intelligent population of 2.961 billion are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Education, the Environment, and Social Equality. It meets every day to discuss matters of state in the capital city of Doctus Civilus. The average income tax rate is 91%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Members of Parliament operate under a PAYE scheme, the welfare administration's new sweeping authority has forced the poor and needy to shop from pre-approved grocery lists, citizens wishing to leave the country must surrender half their wealth to the government, and parents live in fear of governmental 'child protection' squads. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Sapien's national animal is the Raven, which frolics freely in the nation's many lush forests, its national religion is Agnosticism, and its currency is the Litera.

Sapien is ranked 1st in The Empire of United Nations and 2,029th in the world for Most Eco-Friendly Governments, scoring 168 on the Dolphin Recycling Awareness Index.
