The Kingdom of Santa Eufemia is a massive, socially progressive nation, ruled by Queen Carlota with a fair hand, and renowned for its complete lack of prisons. Its hard-nosed, hard-working, intelligent population of 3.483 billion hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Commerce, Defence, and Education. It meets every day to discuss matters of state in the capital city of Ciudad Bermellón. Citizens pay a flat income tax of 41%. A powerhouse of a private sector is led by the Information Technology, Arms Manufacturing, and Automobile Manufacturing industries.

The nation is experiencing a severe shortage of sporting events, almost half of the child population live rough on the streets, postmen have been arrested in job lots for selling junk mail as home insulation, and Santa Eufemia's heavy congestion charges are the bane of motorists' lives. Crime -- especially youth-related -- is crippling, probably because of the country's utter lack of prisons. Santa Eufemia's national animal is the Splendorous Quetzal, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Marquéz.
