Its compassionate, hard-working, cynical population of 13.012 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Defence, and Commerce. It meets every day to discuss matters of state in the capital city of Kudamatsu. The average income tax rate is 85%. A powerhouse of a private sector is led by the Uranium Mining industry, followed by Arms Manufacturing and Automobile Manufacturing.

Teams of painters are converting road signs from horse lengths to kilometers, airship use has soared while property values beneath their routes have plummeted, priests are being drafted by the church load, and the government is a clear-cut case of tyranny by majority. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. San Sicario's national animal is the gatto silvano, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Lira Reale.

San Sicario is ranked 69th in ITALIA and 128,361st in the world for Most Eco-Friendly Governments, scoring -87 on the Dolphin Recycling Awareness Index.
