The Imperial Republic of Rutianas is a colossal, cultured nation, ruled by Emperor Shein Darson with an even hand, and remarkable for its museums and concert halls. Its hard-nosed, intelligent population of 8.207 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it is effectively ruled by the Department of Defence, with areas such as Religion & Spirituality and the Environment receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Rutia. The average income tax rate is 99%. A powerhouse of a private sector is dominated by the Arms Manufacturing industry.

Gun ownership is compulsory, the country's famous rainforests are being bulldozed by the mining industry, terrified tympanists are finding themselves on the front lines armed only with kettledrums, and the "Underwear of Women in Power" issue of The Rutia Times is sold out. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force. Rutianas's national animal is the Meerkat, which teeters on the brink of extinction due to widespread deforestation, its national religion is whatever, and its currency is the Runai.

Rutianas is ranked 9th in Korel and 29,839th in the world for Most Politically Free, scoring 69 on the Diebold Election Inking Scale.
