The First Protectorate of RSJ is a colossal, economically powerful nation, ruled by Countess Honor Harrington with an even hand, and remarkable for its complete absence of social welfare. Its compassionate, hard-working population of 9.464 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it concentrates mainly on Defence, although Education and Religion & Spirituality are on the agenda. It meets every day to discuss matters of state in the capital city of Manticore. Citizens pay a flat income tax of 44%. A powerhouse of a private sector is led by the Woodchip Exports industry, followed by Arms Manufacturing and Automobile Manufacturing.

Referenda can be called for any law at the request of at least one third of the voting population, child labor has been outlawed, the nation is currently revamping its entire education system, and reporters often lose their jobs over fact-checking errors. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. RSJ's national animal is the treecat, and its currency is the dollar.
