The Allied States of Ropa-Topia is a gargantuan, genial nation, ruled by a viceroy with an even hand, and notable for its punitive income tax rates. Its compassionate, intelligent population of 13.473 billion enjoy extensive civil rights and enjoy a level of social equality free from the usual accompanying government corruption.

It is difficult to tell where the omnipresent, liberal government stops and the rest of society begins, but it devotes most of its attentions to Social Welfare, with areas such as Commerce and Defence receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Isle of Uhm. The average income tax rate is 92%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

The importance of winning Olympic gold medals is indoctrinated from an early age, citizens applying for their first jobs face fierce competition from the homeless, space research funding has hit a recent high while several military bases are being closed down, and much of Ropa-Topia's computer network is controlled by a rampant artificial intelligence. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Ropa-Topia's national animal is the Uhuh, which frolics freely in the nation's many lush forests, and its currency is the Credit Card.
