The Holy Empire of Rizic is a colossal, cultured nation, ruled by The Master with an even hand, and notable for its museums and concert halls. Its compassionate population of 5.394 billion are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it juggles the competing demands of Education, Healthcare, and the Environment. It meets every day to discuss matters of state in the capital city of Les Louch. The average income tax rate is 91%, and even higher for the wealthy. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

It is a crime to offend someone's religious beliefs, citizens receive notices of disenfranchisement along with their parking tickets, the police have been swamped with requests to stay up past bedtime, and all footpaths have tollbooths. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Rizic's national animal is the penguin, which frolics freely in the nation's many lush forests, and its currency is the Globic.

Rizic is ranked 225th in 10000 Islands and 11,837th in the world for Most Income Equality, scoring 173 on the Marx-Engels Emancipation Scale.
