The Army Training Camp of Rinterra is a massive, cultured nation, ruled by Leader with an iron fist, and notable for its devotion to social welfare. Its compassionate, cynical population of 1.314 billion are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it is mainly concerned with Defence, although Law & Order and Education are secondary priorities. It meets every day to discuss matters of state in the capital city of Veria City. The average income tax rate is 96%. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Arms Manufacturing.

Citizens live in superstitious fear of the mysterious glowing clouds that float over Rinterra, daily newspapers are permitted to run only pro-government stories, citizens are barcoded to keep track of their movements, and it is a crime to offend someone's religious beliefs. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Rinterra's national animal is the jaguar, which frolics freely in the nation's many lush forests, and its currency is the Riv.
