The Empire of Quen is a gargantuan, economically powerful nation, renowned for its happy-go-lucky citizens. Its compassionate, hard-working, intelligent population of 19.62 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Social Welfare, Education, and Public Transport. Citizens pay a flat income tax of 90%. A powerhouse of a private sector is dominated by the Book Publishing industry.

Pharmacies close down as medicinal drugs are sold freely by the government, citizens are allowed to rise or fall based on their own merits, re-education centers are being added to most prisons, and houses and businesses are bulldozed to make way for ever-expanding cemeteries. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Quen's national animal is the White Tiger, which is also the nation's favorite main course, and its currency is the Quence.

Quen is ranked 73rd in Asia and 99,066th in the world for Shortest Average Lifespan, scoring -35 on the Bus Surprisal Index.
