The Empire of Quelesh is a colossal, socially progressive nation, renowned for its national health service. Its compassionate, intelligent population of 5.825 billion hold their civil and political rights very dear, although the wealthy and those in business tend to be viewed with suspicion.

It is difficult to tell where the omnipresent, liberal government stops and the rest of society begins, but it juggles the competing demands of Social Welfare, the Environment, and Social Equality. It meets every day to discuss matters of state in the capital city of Mugendai. The average income tax rate is 97%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Voting is voluntary, the lowest age at which one can marry has been recently lowered to 12, elevator music has been replaced by thrash metal played at maximum volume, and an increasing percentage of the population's youth have homosexual parents. Crime -- especially youth-related -- is crippling, probably because of the country's utter lack of prisons. Quelesh's national animal is the Yamata no Orochi, which frolics freely in the nation's many lush forests, and its currency is the meseta.

Quelesh is ranked 2nd in Eastern Islands of Dharma and 1,135th in the world for Most Compassionate Citizens, scoring 88 on the Kitten Softness Rating.
