Its compassionate, cynical population of 17.045 billion are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

It is difficult to tell where the omnipresent, corrupt, moralistic, socially-minded government stops and the rest of society begins, but it juggles the competing demands of the Environment, Religion & Spirituality, and Law & Order. It meets every day to discuss matters of state in the capital city of Ctonoodarnn. The average income tax rate is 99%. The private sector is almost wholly made up of enterprising ten-year-olds selling lemonade on the sidewalk, although the government is looking at stamping this out.

Criminals are executed and their property seized, the government has been kicking out foreign corporations in a bid to grow enough food for the populace, the government seizes the property of the recently deceased, and glittering new sports stadiums adorn every city and town. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Pengwiniah's national animal is the pengwin, which frolics freely in the nation's many lush forests, its national religion is Pengwiniahnism, and its currency is the beak.

Pengwiniah is ranked 98th in Antarctica and 101,023rd in the world for Shortest Average Lifespan, scoring -56 on the Bus Surprisal Index.
