The Empire of Pelkonen is a massive, environmentally stunning nation, ruled by Pelkonen with a fair hand, and remarkable for its keen interest in outer space. Its compassionate, intelligent population of 2.959 billion are free to do what they want with their own bodies, and vote for whoever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it is mainly concerned with Social Welfare, although Education and Healthcare are on the agenda. It meets every day to discuss matters of state in the capital city of Pendragon. The average income tax rate is 88%, and even higher for the wealthy. A powerhouse of a private sector is dominated by the Tourism industry.

Red Cross demand for body bags are rising while sutures are decreasing, crowds of flag-burning protesters tend to accidentally become crowds of burning protesters, X-Files ratings have hit an all-time low, and consuming ecstasy is a common rite of passage. Crime is totally unknown. Pelkonen's national animal is the Dragon, which is also the nation's favorite main course, and its currency is the Denarii.
