The Interstellar Hive of Packilvania is a gargantuan, socially progressive nation, ruled by Noi with an iron fist, and remarkable for its parental licensing program. Its hard-nosed, hard-working, cynical population of 15.074 billion are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

It is difficult to tell where the omnipresent, corrupt government stops and the rest of society begins, but it devotes most of its attentions to Defence, with areas such as the Environment and Religion & Spirituality receiving almost no funds by comparison. It meets every day to discuss matters of state in the capital city of Hikaruton. The average income tax rate is 100%. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Information Technology.

Speaking out against the government is punishable by flogging, scientists regularly clone human beings for research purposes, protesters are up in arms over new nuclear power stations, and citizens have reported seeing strange rays of light emanating from the moon. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Packilvania's national animal is the Drone, which is also the nation's favorite main course, and its currency is the Packel.

Packilvania is ranked 71st in The East Pacific and 3,366th in the world for Shortest Average Lifespan, scoring 21 on the Bus Surprisal Index.
