The Libertarian Pirate Haven of Pacitan is a gargantuan, socially progressive nation, ruled by the Skeleton of Pacitan with a fair hand, and notable for its complete absence of social welfare. Its hard-nosed, hard-working, intelligent population of 11.578 billion live in a state of perpetual fear, as a complete breakdown of social order has led to the rise of order through biker gangs.

There is no government in the normal sense of the word; however, a small group of community-minded, liberal, pro-business individuals juggles the competing demands of Law & Order, Education, and Commerce. It meets every day to discuss matters of state in the capital city of Port Rahula. Income tax is unheard of. A powerhouse of a private sector is led by the Book Publishing, Information Technology, and Gambling industries.

The government has declared its commitment to multilateralism, corporations are either above the law or corrupting it, legislation sometimes has to battle through weeks of filibustering to pass, and national parks have long lines of different gender-specific 'Porta-Pottys'. Crime -- especially youth-related -- is crippling. Pacitan's national animal is the human skeleton, which teeters on the brink of extinction due to widespread deforestation, its national religion is the cult of Lunar Eclipse, and its currency is the e-gold.

Pacitan is ranked 76th in Capitalist Paradise and 4,422nd in the world for Shortest Average Lifespan, scoring 17 on the Bus Surprisal Index.
