The Holy Empire of Otakutopia is a massive, socially progressive nation, ruled by Emperor Otaku with an even hand, and remarkable for its absence of drug laws. Its hard-nosed, hard-working, intelligent population of 1.101 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

There is no government in the normal sense of the word; however, a small group of community-minded individuals juggles the competing demands of Defence, Commerce, and Law & Order. It meets every day to discuss matters of state in the capital city of Otakutopia City. Income tax is unheard of. A powerhouse of a private sector is led by the Information Technology, Automobile Manufacturing, and Pizza Delivery industries.

Saturday morning cartoons feature full frontal nudity, the government regularly hires contractors to construct high rise apartments, the government encourages conflict abroad to increase arms sales, and citizens must pay to enjoy Otakutopia's pristine beaches. Crime -- especially youth-related -- is crippling. Otakutopia's national animal is the Japanese Crane, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Yen.
