The Imperial Regency of Otagia is a gargantuan, cultured nation, ruled by QUETZAL with an even hand, and renowned for its complete absence of social welfare. Its hard-nosed, hard-working population of 16.332 billion enjoy extensive civil freedoms, particularly in social issues, while business tends to be more regulated.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Commerce, and Education. It meets every day to discuss matters of state in the capital city of the Mobius Band. Citizens pay a flat income tax of 36%. A powerhouse of a private sector is led by the Uranium Mining, Arms Manufacturing, and Automobile Manufacturing industries.

All tariffs have been abolished, citizens must pay to enjoy Otagia's pristine beaches, several citizens have complained about scientists abducting their pets for experimentation, and murder rates are on the rise as the popularity of soylent products grows. Crime -- especially youth-related -- is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Otagia's national animal is the Otagian Coatl, which teeters on the brink of extinction due to widespread deforestation, and its currency is the Nuyen.

Otagia is ranked 1st in The ESUS and 1,664th in the world for Shortest Average Lifespan, scoring 32 on the Bus Surprisal Index.
