The Commonwealth of Nylter is a gargantuan, environmentally stunning nation, ruled by Shadow with an even hand, and notable for its anti-smoking policies. Its compassionate, intelligent population of 16.965 billion are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

It is difficult to tell where the omnipresent, socially-minded government stops and the rest of society begins, but it concentrates mainly on Education, although Healthcare and Social Equality are secondary priorities. It meets every day to discuss matters of state in the capital city of Dragon Den. The average income tax rate is 100%. A powerhouse of a private sector is dominated by the Book Publishing industry.

The people are furious with the government for allowing citizens to be executed for petty crimes in foreign countries, nude art is becoming wildly popular, the airship business has been driven out of the country by strict regulations and high fines, and Nylter's children are widely acknowledged as the most foul-mouthed in the region. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Nylter's national animal is the dragon, which frolics freely in the nation's many lush forests, and its currency is the tog.
