The Commonwealth of Nylter is a gargantuan, safe nation, ruled by Shadow with an even hand, and renowned for its happy-go-lucky citizens. Its compassionate, intelligent population of 17.587 billion have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

It is difficult to tell where the omnipresent government stops and the rest of society begins, but it is mainly concerned with Education, although Healthcare and Social Equality are on the agenda. It meets every day to discuss matters of state in the capital city of Dragon Den. The average income tax rate is 100%. A powerhouse of a private sector is dominated by the Book Publishing industry.

The government has declined to declare any particular religion as its 'official' one, nude art is becoming wildly popular, bizarre-looking creatures called 'dragondogs' dominate wildlife preserves, and citizens applying for their first jobs face fierce competition from the homeless. Crime is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Nylter's national animal is the dragon, which frolics freely in the nation's many lush forests, and its currency is the tog.
